New Delhi: Expressing displeasure over the Railways for exceeding the stipulated limit of recruitment on compensatory grounds, the Parliamentary Standing Committee on Railways revealed the Department recruits 9,000-10,000 employees per year which is far above the sanctioned limit of 5 percent.

As per report of the Committee, Department of Personnel and Training has fixed the limit for recruitment on the basis of compensatory grounds at 5 percent. However, the Department recruits 9,000-10,000 employees per year which is more than permissible limit. For which, the Railways has not got due permission from Department of Personnel.

The Committee has raised question over the Railways’ whims and fancies for recruiting 36,000 employees during the period of 2005-06 to 2008-09 on the basis of compensatory grounds. 

The Railways said since it is an operational department, proper permission from the Department of Personnel is not required for recruiting the employees on the compensatory grounds.

Refuting the claims of the Railways, the Committee said the proper permission from the Department is mandatory for additional recruitment.

Least number of female employees

Despite several measures including scraping the examination fee to increase the number of female Railway employees, their percentage in the Group ‘A’ ‘B’ and ‘C’ is still 6.97, 5.45 7.70 and 6.20 respectively.

The Committees has asked the Railways to find ways to increase number of female employees. The Committees also reminded the Railways of the guidelines issued by the Department of Personnel which states that the authorities responsible for recruitment in the Government Departments are required to ensure the presence of female officials in the selection committee.

The Recruitment Board will ensure that the officials should not hold prejudice against female candidates in selection process.

Grievance Redressal Cell   

The Ministry has no proper mechanism to track application forms of the candidates who have no facility for getting online admit cards. However, some Boards accept online applications. The Committee asked the Railways to have its own public grievances redressal cell.  

Meanwhile, the Committee has also asked the Railways to ponder over forming a sports cadre for recruitment of sportspersons.
