Chandigarh: Haryana Chief Minister Bhupinder Singh Hooda on Tuesday said periodic appraisal and evaluation of schemes or projects was necessary to ensure that benefits reach the stakeholders.

"It will enable us to know if our assumptions are justified, our direction is correct and our efforts are adequate," he said addressing the inaugural session of the two-day workshop on Results Framework Documents (RFD) here on Tuesday.

The Chief Minister said that officers should frame policies and programmes so as to ensure that the benefit reached the stakeholders.

Stressing on the need for evaluating and monitoring the performance of government departments, Hooda said that it would facilitate a fair assessment if implementation was satisfactory and whether the progress made was in keeping with the given time-line.

He strongly advocated implementation of RFD in all government departments.

"The present system of five year plans and their evaluation being not so effective, we have decided to improve it as it would have a direct bearing on the process of development," he said.
