Chandigarh: The Punjab and Haryana High Court has questioned over a petition seeking the quashing of Punjab government decision to appoint Sumedh Singh Saini as state DGP.

A bench of Chief Justices Ranjan Gogoi and Justice Mahesh Grover has asked an NGO, called Voice of Freedom that how many Public Interest Litigations it has filed so far and what were the decisions. The next hearing is slated to take place on April 17.

Voice of Freedom had challenged the appointment of Saini as the DGP in the Punjab and Haryana High Court. The NGO in its petition had said that despite knowing that the officer being charesheeted by the special CBI court in Delhi, the Punjab government appointed Saini as the DGP of the state which flouts the guidelines of Supreme Court.   
During the hearing on Tuesday, the HC asked the petitioner to specify the motive behind filing the petition. In the PIL it was also sought that action should be taken against the person who has appointed Saini as the DGP. It said the alleged criminal charges against the 1982 batch IPS officer were overlooked during his promotion. The charges were framed by the special court of the CBI. 

In Vineet Narayan v/s the Union of India case, the SC had given special guidelines regarding appointment of DGP in states. “Punjab government has violated the norms for appointment of DGP. It also violated the Punjab Police Act in the promotion of Saini, said the petition.

The NGO requested the HC that direction s should be issued regarding stay on DGP’s appointment.
