Sushil Modi had earlier said that Prashant Kishor was paid Rs 9 crore for drafting the details of a new plan for developing Bihar and for publicising it, and the money was paid through ‘Citizens Alliance Private Limited’, a firm registered in Noida near Delhi.

Reacting to the allegation levelled against Kishor, sources close to him suggest that he will file a defamation case against Modi. The sources further added that his defamation lawsuit will stress that though he helped create Citizens Alliance as a non-profit policy group in 2013, the agency was closed after the national elections and he no longer has any links to it.

Sushil Modi said the Bihar government had paid Kishore Rs 9.31 crore to prepare the state's 2025 vision document, and sought his removal from the post of CM's advisor on policy and programme implementation.

Prashant Kishor, who has been absent from the state for a long time, is being questioned by the state BJP. Modi said, "After getting Rs 9.31 crore for preparing vision document for the state, Kishor neither prepared the document nor discharged his duty as CM's advisor," adding, "Kishor should resign from the post of CM's advisor or the CM should dismiss him from the key job. Chief Minister Nitish Kumar should tell the people as what suggestions he had given for the development of the state in past eight months".
