Chandigarh: Punjab may soon become the first state in India to allow sex in prison.  Punjab’s head of prisons Shashi Kant has sent a proposal to the state government seeking permission to allow male prisoners to have sex with their wives at a designated area in the jails. If the proposal is cleared, Punjab will become the first state to allow conjugal visits in jails.

Those serving life imprisonments would get benefit under this proposal. Special houses will be constructed inside jail premises to ensure privacy to inmates during conjugal visits.

According to Kant, DGP (prisons), the proposal is part of the jails reforms programme. “Sex is a basic human need like food. Imposing ban on sex can give rise to unprotected sex among prisoners,” Kant said.

Prisoners serving long punishment and life imprisonment would only be eligible and they must not have indulged in any illegal activity inside jail premises. The application will be made by the prisoner himself will be cleared by the officials on the basis of their behavior, character and past records in the jail.

There are 27 jails in the state including seven central jails, with 20,000 inmates.

Meanwhile, a petition by a prisoner, seeking permission to stay with his wife in the jail, in the Punjab and Haryana High Court is pending.
