As per the new provisions, current and former MLA can travel with four and three companions in the AC coaches respectively. However, the MLAs in other states are yet to get such facility. They are entitled to accompany only one companion during the travel.

Bihar Legislative Assembly last month had requested Railway Board to facilitate the current and former MLAs with four and three aide respectively during their trips. Also, they sought to issue railway tickets against the RTC.

Though the Railways initially hesitated to upgrade the travel facility for the Bihar MLAs, it accepted their demands after getting instruction from top authorities.

The board, however, put a condition saying that only MLA along with one companion will get confirmed seat in case of special quota. Other three aide will require to book reservation or else they will have to travel without it, the board said.

Railway board had on November 27 issued a circular to all the general managers for zonal railways instructing the same. The commercial circular said, under IRCA coaching tariff number 26, Port- 1 (Edition-1), Bihar should be entitled to this concession and regarded as an urgent matter.

As of now, the MLAs are entitled to travel anywhere in India with only one aid in either first, second or third AC on RTC. Accompanying more than one aid, costs the MLAs to make cash payment for their tickets.

Alike other states, MLAs in Bihar are privileged to avail fixed free trips each year on the railway coupons. Each state have facilitated Rs 1.5 lakhs to 2 lakhs under this provision. The state government bears the cost incurred on it.
