New Delhi: The Supreme Court will review the Short Term Permit (STP) policy of Rajasthan government which has challenged the Rajasthan High Court decision of annulling the STP policy.

Rajasthan government had issued a circular in 2008, under which government contractors were required to receive STP by paying royalty on construction materials.

It is worth mentioning that Rajasthan HC on January 17 had quashed the provision of taking royalty from contractors. The HC bench had also directed the government to return the royalty amount to the contractors.

Urging the SC to set aside the HC ruling, Additional Advocate General Rajasthan Jasbir Malik said, “The STP policy is flawless. The policy has been brought to ensure that royalty has been paid only to the materials used in the construction work.”

As per the government circular, if the royalty has already been paid to the materials purchased for construction work, the Contractors can receive refund by producing payment slip, added Malik.

It will ensure that no contractor has to pay twice for royalty.

Hearing the petition, the SC bench issued notice to the M/S Deep Jyoti which had approached the HC over the STP policy.
