Chandigarh: The opening day of the monsoon session of Haryana Assembly was marred by pandemonium forcing brief adjournments, with Opposition INLD and ruling Congress benches entering into heated exchanges over various issues including the one pertaining to former minister Gopal Goyal Kanda being embroiled in the Geetika Sharma case.
    
The House also witnessed noisy scenes when a ruling party MLA levelled allegations of "objectionable" and "caste-related" remarks having been made by a senior INLD MLA during the ruckus, prompting Speaker Kuldeep Sharma to order inquiry into the charges.
    
The assembly proceedings in the afternoon began on a noisy note when Parliamentary Affairs Minister Randeep Singh Surjewala got up and pointed to the Speaker taking strong objection to the green scarves worn by the INLD members that had their party symbol and party name written over them.     

Surjewala said it was against parliamentary conventions and traditions that members should walk inside the House wearing such scarves, which was not keeping in with the dignity and decorum of the legislative assembly.
    
As the Speaker asked them to immediately remove or hide these scarves, INLD members including party president and former Chief Minister Om Prakash Chautala and senior leader Sher Singh Badshami wanted the Chair to specify the rule under which they were being asked to remove these.    

The Opposition party members and ruling benches entered into heated verbal duel after INLD MLAs remained adamant that rule be specified.
    
"Remove this, you can't wear any symbol of the party," the Speaker said, but Chautala remained adamant, saying "We will do this provided you (Speaker) mention under which rule we are being asked to do so".
    
Then the Speaker said that he has the power to make rules and had ordered that the scarves be removed, at which INLD Secretary General Ajay Singh Chautala got up and said, "This is a ploy (of the ruling party) to divert attention from real issues facing the state."
    
Surjewala said that it was a matter of shame that INLD members were disrupting the proceedings despite the Speaker's ruling and not allowing the House to take up the obituary references.
    
INLD members staged a brief walkout and when they returned to participate when the House was taking up the obituary references, they had removed the scarves, which had been worn by all the party legislators barring Chautala Sr.

Immediately after the obituary references, Leader of Opposition Chautala made a vociferous demand seeking adjournment of the House on the issue of Independent MLA and former minister Kanda being embroiled in suicide case of Delhi-based air hostess Geetika.
    
Before the House could take up Question Hour, Chautala got up and was joined by his party members on the issue creating a ruckus in the House.
