New Delhi: The effort of Nitish Kumar government to get a special status for Bihar has received a jolt. An inter-ministerial group constituted by the Centre to look into state’s demand in its report has said that Bihar cannot claim for this status since it has failed to fulfill three basic parameters required for conferring this status .The report rather says that there is a requirement of doling special grant to the state which is lagging behind on development front.

Remarkably a standing committee headed by BJP leader Shanta Kumar in his report submitted on Monday had recommended for conferring a special status to Jharkhand and Odisha along with Bihar. Prime-Minister Manmohan  Singh had asked to constitute an-inter ministerial group under Sudha Pillai to consider  the demand of the state . Naveen Kumar , Special Secretary Bihar along with senior officials of the state were invited to New Delhi to put forth their views before this group on March 25.

In her subsequent reply which Pillai submitted to the Planning Commission stated that Bihar however needs to be allocated a special grant for upgrading its basic infrastructure so that it could get a place in the group of developed states of the nation.
