For my college welcome party I want a dress which can be worn for casual occasions as well. My height is 5ft and I have slim bustline. Please suggest something.

Ruffled dress with spaghetti straps is the best option for you. If you want to focus on your bustline then you can either go for cowl neckline dress or wear loose top with hemline fitted at the waist.
