What is the difference between hair serum and conditioner?

I have oily hair. And for the past five to six months this problem has aggravated. After shampooing my hair, whenever I apply conditioner my hair becomes all the more oily. What should I do? I want to know the difference between hair serum and conditioner and the exact proper usage of both?

Mix handful of mint leaves with one and a half glass water and boil it for 20 minutes. Then sieve the mixture and fill it in a 300 ml shampoo bottle. Use this mixture while washing hair. If you follow this procedure your hair will not remain oily after conditioning.

Hair conditioner: It closes the hair cuticles so that dust particles do not settle in the scalp. It keeps your hair healthy and bouncy.

Hair serum: It does not close the cuticles but provides a shield by making a layer on it. It also detangles your hair and makes them soft and silky.
