The Apex Court also said that economy, per capita income would have gone up and income tax rate would have reduced if black money in foreign banks had been brought to India.

It also rejected the Centre's plea against setting up of an SIT to monitor and probe the issue of black money inside and outside the country.

The Congress in its poll manifesto on Wednesday announced that it will appoint a special envoy to deal with the issue.

The top court, however, applauded senior advocate and former BJP leader Ram Jethmalani for filing a plea seeking its intervention into the matter.
