New Delhi: Former Minister of State for Coal Santosh Bagrodia, ex-Coal Secretary H C Gupta and a Coal Ministry official prima facie committed criminal misconduct and facilitated a private firm to unlawfully obtain a coal block, a special court said on Friday.
