The Jharkhand government had 'failed miserably' to utilise even 30 percent of its Rs 15,300 crore budget for 201-2012 though the year is about to end in another three weeks, Jharkhand Vikas Morcha (JVM) (Prajatantrik) chief Babulal Marandi said on Saturday.
