Chandigarh: Chief Minister Bhupinder Singh Hooda threw a challenge to the Bharatiya Janata Party (BJP) leaders to make 'Gujarat model' of development a poll issue in poll-bound Haryana, saying that they know too well that it will take the state backwards.
