Chandigarh: Cold conditions today prevailed in Punjab and Haryana with minimum temperatures hovering below normal level in various parts of both states. Ludhiana, the industrial hub of Punjab, turned out to be the coldest place in both states as it recorded a minimum temperature of 3.3 degrees Celsius, four notches below normal, an MeT department report said here.
