New Delhi: Terming the sectarian violence in Muzaffarnagar district of Uttar Pradesh "unfortunate", Information and Broadcasting Minister Manish Tewari said on Monday it was "incumbent" on the state government to bring the situation to normalcy and punish the perpetrators.
