New Delhi: Issuing a statement on Narsingh Yadav doping issue and Praveen Rana being selected as his provisional replacement at Rio Olympics, Sports Minister Vijay Goel has said that if an anti-doping panel has suspended a player provisionally and the final report has come, then no player can be substituted.
