New Delhi: Validating appointment of Shashank Shekhar Singh as Cabinet Secretary, the Uttar Pradesh government in its 21- page affidavit submitted in the Supreme Court claiming that the he is not the head of state administration instead it is the Chief Secretary who is looking after administrative affairs in the state.

Replying to a PIL filed in the Apex Court, the UP government submitted an affidavit and claimed that Shashank Shekher has been appointed as per the provision mentioned in Rules of Business and Uttar Pradesh Secretariat Instructions.

Shashank Shekhar is non-IAS officer and a pilot. After the formation of the BSP government in the state in May 2007, Shashank was elevated to the post of Cabinet Secretary. Soon, an order was issued by the BSP government putting the Cabinet Secretary at par with the state’s chief secretary, the senior-most bureaucrat in the state.

In its affidavit, the state government giving example of Prime Minister Manmohan Singh mentioned that many non- IAS are appointed at senior posts in Centre and Uttar Pradesh government.
