In a reply to a question, Minister of State for Social Justice and Empowerment Vijay Sampla said, monitoring the implementation of the Central Sector Scheme of Assistance for Prevention of Alcoholism and Substance (drug) Abuse, which includes functioning of de-addiction and rehabilitation centres, is a continuous process.

In this regard, the ministry holds review meetings with state governments and other stakeholders from time to time.

"The Ministry has conducted inspection of 273 de-addiction and rehabilitation centres during 2014-15 to ascertain their proper functioning and issued show-cause notice to 26 centres, who were not functioning as per norms of the scheme," Sampla said.

The irregularities noticed related mainly to improper maintenance of records, charging fee from patients, less patients found during inspection etc, he added.
