Ramesh, who has been protesting continuously against formation of Telangana, along with party colleague YS Chowdhary, tried to snatch papers as the secretary general was reading a message from Lok Sabha in the Upper House.

The house was adjourned immediately.When the house met at 2 p.m., Kurien condemned Ramesh's behaviour and called it a "breach of privilege".

As he was set to announce a punishment for the MP, Ramesh extended his apologies.

"I just took the papers, I am sorry for that," he said. The deputy chairman then said he decided to drop the action he was going to take against the MP.
