Governor Padmanabha Balakrishna Acharya started reading out the speech and after a few minutes declared that he would not read the full speech because he was not feeling well and concluded by reading out the last page.
The Opposition members started shouting that Governor did not read the full speech because many points were written against the BJP-led NDA government. They also held placards against corruption by the state government.

At one point of time, the Governor told the opposition members to show their anger outside the House and requested them to cooperate to maintain the business of the House.

The opposition members then rushed to the podium showing the placards and started shouting, following which the Governor laid down his speech in the House and left for Raj Bhavan. There was a 15 minutes break after the Governor's speech and the House re-assembled.

In the zero hour, Leader of the Opposition Sudip Roy Burman of the Congress asked Speaker Ramendra Lal Nath that he wanted an adjournment motion against the rampant corruption in implementation of NREGA, but the Speaker replied that it was not allowed.

The opposition members shouted and showed the placards to the Speaker and walked out of the House for the whole day.
