Lucknow:  Under the Central government’s Panchayat Empowerment and Accountability Plan 2011-12, to encourage systematic proceedings and accountability, the panchayats in Uttar Pradesh have to pass through an examination.

According to the reports, the panchayats will have to answer the questions sent by the Central government and the top scoring panchayats will be awarded with a cash prize. Under this plan, whereas District Panchayat will get Rs 20 Lakhs, Regional Panchayat Rs 10 Lakhs and Gram Panchayat  Rs 5.97 Lakhs.

A point system has also been introduced to classify panchayats working excellently while adhering to the norms of Panchayati Raj Act.

The Panchayati Raj department has already sent the queries to the Gram, Kshetriya and District Panchayats which were decided by the Central Government.

The questionnaire is based on the functioning of the panchayats based on systematic holing of the meetings, austerity and increment financial resources, Mid-day meal, Anganwadi, immunization programme, child development including others public-welfare schemes.

All questions are to be answered within 15 days. On the basis of answers, points will be awarded by the committees formed on district, division and state level respectively.  These committees working at different levels will present their evaluation of points before the Principal Secretary of the Evaluation Committee of the state panchayat.

On the basis of the points scored and the order of preference procured by the panchayats, the evaluation committees will select first 6 District Panchayats, 12 Regional Panchayats, and 78 Gram Panchayats by December 8 and then forward it to the Centre.
